・creation of a non-profit corporation(NPC) law
・can set up NPC regardless kinds of purposes (charitable,mutual, and personal benefits inclusive)
・can set up NPC by registration, no need of any governmental authorization
・can set up NPC subject to at least two members for association, and endowment
of at least 3million yen for foundation
･new commission belonging to the cabinet office shall be set up to recognize
charitability of NPCs if they apply
・criteria for recognition shall be concrete and transparent so as to be understood clearly by applicants
・criteria for recognition shall be consist of purposes,activities and management
attitude including governance, disclosure, compliance, etc
・new commission shall also be in charge of supervision of NPCs
･ｔo abolish current PIC /MBC legal system and absorb into new NPC
･other charitable corporations like SNPC, MSC, SWSC, RC remain as they
are now
･to aim new NPC Laws to pass the Diet at the regular session in 2006
･all existing PICs shall be regarded as new NPCs bearing public benefit
nature for a certain transition period. After then, they shall be examined
by the new organ on charitable status
･Taxation on new NPC shall be studied by the Tax Commission and the competent
